7. Mr. Tilney

asked the Secretary of State for the Colonies what is his policy in regard to building new roads and charging tolls on vehicles that use them in territories in Nigeria still under his control.

Mr. Profumo

The Federal Government, which is responsible for trunk roads, considers that toll roads of limited access could not at present be made to link up with the subsidiary road system to provide the economic arteries that Nigeria needs. The Governments of the Northern Region and the Southern Cameroons also consider that toll roads would not at present be practicable. I agree with these views.
