§ Mr. GodberThe increase in sales proceeds arising from the higher negotiated price to the sugar-producing countries party to the Commonwealth 3W Sugar Agreement is estimated to be approximately as follows in 1958:

It is also not possible to be certain that each country will export the tonnage allotted to it.
