55. Mr. Zilliacus

asked the Secretary of State for Foreign Affairs whether he will propose to our North Atlantic Treaty Organisation allies that, before proceeding any further with plans for reorganising the North Atlantic Treaty Organisation, there should be a conference between the chief North Atlantic Treaty Organisation Powers, the Union of Soviet Socialist Republics and Poland, with the object of unifying Germany by democratic means, within her existing frontiers but outside the rival alliances, and admitting her to the United Nations and to an all-European Treaty based on the Charter and linked with a convention for the reduction, limitation and control of the armaments of Germany and her neighbours and the withdrawal of foreign forces from Germany, Poland and Hungary.
