asked the Secretary of State for the Colonies whether he is yet in a position to publish the interim recommendations of the Economic Commission which visited Malta last year under Sir George Schuster; what have been the reasons for the delay; and why Mr. Mintoff has stated that they must not be published without a simultaneous comment from the Maltese Government.

The Commission's interim report, which dealt with the Maltese Budget for 1956–57, is being published today along with their final report covering 1957–58. The delay in publication of the former was due to a number of factors, including the wish of the two Governments to publish both reports together. Her Majesty's Government are much indebted to the two Commissioners, Sir George Schuster and Sir William Scott, for these reports, which provided a basis for reaching agreement with the Maltese Government on financial aid for the two years they covered. As regards the third part of the Question. I know of no such statement.
