§ Mr. HeadSo far as our recent military preparations are concerned, the transporting of troops by air has been carried out most expeditiously and efficiently. I think it is generally recognised that we still have a long way to go in formulating a long term policy for the transportation by air of men and materials. This presents many problems not only in the availability of suitable types of aircraft but also in the provision of money and manpower.
