Mr. Hastingsasked the Secretary of State for the Home Department whether he is aware that, without any obvious neglect of duty of any officer of a local authority, cases have occurred in 66W which children appear to have been starved to death in their homes; and whether he will appoint a committee to inquire how such cases may be recognised and dealt with before it is too late.
