asked the Minister of Pensions and National Insurance whether he is aware of the disadvantages to which graduates of universities doing research work are placed through lack of benefits from National Insurance; and if he will introduce legislation to enable the benefits to be given to full-time research students in the same way as if they had been earning a salary and could contribute towards the Scheme.

As I announced in this House on 16th April, research students holding post-graduate awards for training in research methods or for studying under supervision for higher degrees will in future be treated for National Insurance purposes on the same basis as other students. I do not think it would be fair to other contributors to the scheme to go further than this.
