69. Mr. J. Johnson

asked the Secretary of State for the Colonies when he expects the Commission of Inquiry set up by the Government of Northern Rhodesia, to complete its findings upon the events leading up to the Declaration of a State of Emergency on 11th September in that Protectorate.

Mr. Lennox-Boyd

The decision to appoint a Commission of Inquiry into the causes and circumstances of unrest in the mining industry in Northern Rhodesia during the preceding months was announced on 11th August; the names of the Chairman and members on 20th August; the terms of reference on 7th September—all before a state of emergency in the Western Province was proclaimed on 11th September. The Commission has now completed its hearings and the Governor expects to receive its Report very shortly.
