asked the Secretary of State for the Colonies by what means it is proposed to consult Africans about the constitutional changes now being canvassed in Kenya, in view of the fact that no national political organisation of Africans is allowed.

As my right hon. Friend informed the hon. Member for Eton and Slough (Mr. Fenner Brockway) on 25th April, representatives of all races in the Legislative Council are considering proposals for changes in the composition of Legislative Council. I am confident that the African Representative Members of Legislative Council have full access to African opinion on these matters.
