asked the Chancellor of the Exchequer if he is aware that important capital development projects within the sterling area are being held back in consequence of the financial policies of Her Majesty's Government, and if he will take action to make facilities available for these developments.

I have no reason to believe that our financial policy has caused any absolute reduction in the level of capital development within the sterling area. Some restraint upon its rate of increase may be inevitable, but it is essential that we should not outrun our resources if we are to maintain steady progress.
