asked the Secretary of State for Foreign Affairs (1) if he is now prepared to state the initial sum which Her Majesty's Government considers necessary to be subscribed before the proposed Special United Nations Fund for Economic Development comes into existence; and how much Her Majesty's Government is prepared to contribute to the initial capital of the fund in view of the promises made by certain European countries;

(2) whether, in view of the savings in arms expenditure by various Governments, Her Majesty's Government will now take concrete measures to start the Special United Nations Fund for Economic Development.

Her Majesty's Government support the principle of a fund when resources become available as a result of internationally supervised worldwide disarmament. These conditions do not yet exist. We cannot yet say what the capital resources of a fund should be. Nor can I indicate the amount Her Majesty's Government would be prepared to contribute in hypothetical circumstances.
