§ Mr. Lennox-BoydThe Governor has discussed the constitutional proposals individually with all party leaders who have asked to see him. He hopes that the outcome has been a clearer understanding of our endeavour, by means of these proposals, to make progress towards a return to democratic institutions, while44W preventing the growth of a Communist one-party system. Dr. Jagan has not yet asked to see the Governor.
