§ Captain Kerbyasked the Minister of Transport and Civil Aviation if he is aware that learner drivers who have not passed their driving test but hold a provisional driving licence may drive their cars or motor-cycles at high speeds on the public highway; and if he will take steps to introduce a 30 m.p.h. speed limit at all times for learner drivers.
§ Mr. WatkinsonI do not consider that, on balance, it would be either justifiable or desirable to restrict the holders of pro-94W visional driving licences to a maximum speed of 30 m.p.h. at all times as this would interfere with traffic flow.
§ Captain Kerbyasked the Minister of Transport and Civil Aviation if he will make an order limiting the period over which a learner driver may hold a provisional licence, without taking a driving test, to 12 months.
