§ 59. Mr. Hastingsasked the Secretary of State for the Colonies what he is doing to implement the recommendation of the East Africa Royal Commission that a medical commission should be sent out to make recommendations as to the control of endemic and epidemic disease and preventive medicine generally.
§ Mr. Lennox-BoydA Committee, under the chairmanship of Professor Frazer of Birmingham University, has investigated the medical and health services in Uganda and its Report will shortly be debated in the Uganda Legislative Council. The Governments of Kenya and Tanganyika see no present need for a visit by an expert body. In Tanganyika a draft plan for the development of the medical services over the period 1956–61 is now before the Legislative Council. I share the view of the East African Governments that in these circumstances the recommendation referred to need not be followed up.
I take this opportunity of informing the House that two White Papers on the Royal Commission Report will be available in the Vote Office at 4.0 p.m. today. One contains the despatches from the Governors and the Administrator, and the other a commentary on those despatches, which are the result of exhaustive examination of the Report in East Africa.
