§ Mr. VosperMy right hon. Friend has told local education authorities that, if a reasonable level of expenditure is to be maintained, the meat they buy for the school meals service must include a reasonable proportion of the cheaper cuts and kinds. Otherwise he has not thought it desirable or practicable to limit their discretion.
