asked the Secretary of State for the Colonies whether, in establishing the proved income from all sources of £120 as a qualification for African voting rights, referred to in paragraph 32 of the Kenya Government Sessional Paper 39 of 1955–56, allowance will be made for the subsistence value of a person's own agriculture in addition to the cash wage; and on what basis, and by whom, that value will be calculated.
