asked the Minister of Education whether, in view of the fact that the McNair Report on Teachers' Salaries has never been fully implemented, he will now implement this Report, thus offsetting the shortcomings of the Burnham Committee's findings, before proceeding with the Teachers' Superannuation Bill.

The McNair Committee's recommendations were in general terms. My hon. and gallant Friend will know that the Burnham Committee have decided to begin at once negotiations for new salary scales for teachers to come into operation on or before 1st October next, and that I have tabled an Amendment to the Teachers' Superannuation Bill to postpone its coming into effect until that same date.
