asked the Secretary of State for the Home Department in what circumstances, under his regulations, taxis displaying the sign "For Hire" in the Metropolitan area are obliged to accept passengers as fares.

The obligation of the driver of a London taxi to accept a hiring is laid down not in regulations made by me, but in the London Hackney Carriage Act, 1853. I have no authority to give a ruling on a point of law, but I would draw my hon. Friend's attention to the decision of the High Court in the case ofHunt v. Morgan ([19481 II A.E.R., 1065).
