89. Mr. C. Howell

asked the Secretary of State for the Home Department on what grounds have documents from a prisoner, authorised by him in November last, been withheld by him from the prisoner's Member of Parliament.

The prisoner in question sought authority to send out of prison documents connected with an application for a writ of habeas corpus either to his mother or to his solicitor or to the hon. Member for Perry Barr (Mr. C. Howell). He was told that he might send them to any one of these, and I understand that he elected to communicate them to his solicitor.
