§ 85. Mr. Ness Edwardsasked the Postmaster-General the precise terms and conditions that will govern the use of the £100,000 grant to be made to the Independent Television Authority.
Dr. HillThey are as follows
Subject to Parliamentary approval of the Estimate, the Authority will be authorised to spend the money for the purpose of procuring the inclusion in the programmes of items which in its opinion are necessary for improving the balance of the subject matter of the programmes.The Authority will be required to include in its Annual Report for 1957–58 a statement showing the use which it has made of the 54W grant and the results in terms of the betterment of programmes which has been achieved.Issues will be made in arrear, not more frequently than once a month, on submission by the Authority of statements giving for each payment made by the Authority the amount paid, the name of the recipient and the identity of the programme which has benefited. A certificate from the Authority's auditors in respect of all such statements will be required at the close of the year. The grant will not be available for the purpose of reimbursing any expenditure incurred before 1st April. 1957.
§ 86. Mr. Ness Edwardsasked the Postmaster-General what sums have been advanced to date to the Independent Television Authority.
Dr. HillAdvances under Section 12 of the Television Act total £555,000. No grant has so far been made to the Authority under Section 11 of the Act.
