73. Mr. Rankin

asked the Secretary of State for the Colonies why the Government of Hong Kong proposes to build a hospital in Kowloon with 1,300 beds when it is an accepted principle that even a teaching hospital should not exceed two-thirds of that number.

I cannot accept that principle as applicable in the circumstances of Hong Kong with its very limited building sites.
