asked the Minister of Transport and Civil Aviation if it is still his policy, subject to financial considerations, to encourage highway authorities to construct footpaths alongside roads in rural areas, bearing in mind the value of such footpaths to school children, especially in the winter months.

Our policy is to encourage the provision of footpaths where pedestrian and other traffic warrants them.
