newspapers will have a trial period of freedom from page limitation; this may lead to some redistribution of newsprint between them, but will not increase their total consumption, as they are already obtaining all the newsprint available to them.
I therefore intend to revoke all statutory controls over the distribution and use of newsprint on 9th December, and to end on 1st January the power which I now possess under Defence Regulation 55, to impose such controls in relation to paper. This power has for some time past been retained solely to control newsprint.
