93. Mr. Wilfred Paling

asked the Secretary of State for Foreign Affairs how the representative of the United Kingdom in the United Nations General Assembly voted on the inclusion on the agenda of the subjects concerning discrimination against the Indians and racial segregation in the Union of South Africa; what was the result of the votes; and which Governments voted and how.

Mr. Ormsby-Gore

The United Kingdom representative at the United Nations abstained in the voting at the General Assembly on the inscription on the Agenda of an item on the treatment of people of Indian origin in the Union of South Africa. He voted against inclusion of the item on racial conflict in the Union. On each occasion his vote was based on our interpretation of Article 2 (7) of the Charter. Both items were inscribed on the Agenda.

On inscription of the item concerning treatment of people of Indian origin:

63 in favour: 2 against: 13 abstentions.

On inscription of the item concerning race conflict:

61 in favour: 8 against: 7 abstentions.
