§ Mr. HareThe periodical life certificate is not a complete safeguard against impersonation, and Army pensioners are therefore required to complete a special identity form at long intervals. This demands certain personal details which are unlikely all to be known to an impersonator. This arrangement was introduced many years ago at the instance of the Public Accounts Committee.
