asked the Secretary of State for War why pensioners are now required by regimental paymasters to complete the special identification Army Form D415 in addition to the half-yearly life certificate postcards in the pension order book.

The periodical life certificate is not a complete safeguard against impersonation, and Army pensioners are therefore required to complete a special identity form at long intervals. This demands certain personal details which are unlikely all to be known to an impersonator. This arrangement was introduced many years ago at the instance of the Public Accounts Committee.
