§ Mr. Brockwayasked the Secretary of State for the Colonies what provisions there are for common electoral rolls for the election of the Legislative Council in Northern Rhodesia; how many Europeans, Asians and Africans there are, respectively, on these rolls; and what qualifications are required for each race.
§ Mr. Lennox-BoydThe Northern Rhodesia Legislative Council Ordinance provides for a common electoral roll. This roll at present consists of 13,382 Europeans, 1,254 Asians and 11 Africans.
The main qualifications for registration as a voter are in sections 9 to 12 of the Ordinance. Briefly, voters must be resident adult British subjects; must satisfy a property test or have an income of not less than £200 per annum; and must be able, unassisted, to complete and sign the prescribed form of claim for registration.
