asked the Secretary of State for Foreign Affairs why he opposes the establishment by the United Nations of a career service to assist in the administration of underdeveloped countries.

I assume that the hon. Member has in mind a suggestion recently put forward by the Secretary-General of the United Nations, which is being discussed at the present session of the Economic and Social Council.

As yet only the barest outline of this proposal has been given; and until it has been expanded it is impossible for me to express a final opinion. But on the face of it Her Majesty's Government see objections of principle. In our view the proper function of the United Nations in promoting the welfare of underdeveloped countries is rather to offer them assistance in developing administrative machinery of their own and in training their own personnel to man it, than themselves to take part in such administration.
