asked the Minister of Labour, in view of hardship imposed by the instruction to hardship tribunals that deferment of National Service be refused to applicants who are taking their final examinations in May but whose application is nine months or more after the date of registration, whether he will modify the regulations.

No such instructions exist. There are, however, decisions by the umpire, which provide guidance in determining individual cases. The umpire is an independent statutory authority, and I have no power to interfere with his decisions.
