asked the Secretary of State for Scotland what comprehensive survey of Scottish local government, including its finance and relations with the national Government, he has in mind; and the terms of reference and composition of the body responsible for making it.

As already stated in the House, the Government are considering all aspects of local government finance in both Scotland and England and Wales. It is intended to discuss the matter with the local authority associations as soon as possible.
