§ Mr. TurtonIn accordance with the Directive issued by the Heads of Government in July, the Western Foreign Ministers put forward proposals for the reunification of Germany by free elections in 1956. The Soviet Foreign Minister rejected these proposals and put forward counter-proposals which would have involved the continued division of Germany for an indefinite period. In these circumstances no progress could be made.
