Mr. Mahon

asked the Chancellor of the Exchequer if he will now free local authorities from the conditions applying to Treasury consents under the Control of Borrowing Order, 1947, whereby no mortgage can be issued on terms providing for repayment before a date seven years from the date of issue and shall be for a definite term and shall not be allowed to run on at notice after the expiration of that term; and thus allow local authorities a freedom of action according to market conditions, which they had previously enjoyed.
