§ Lord John HopeHer Majesty's Government have repeatedly impressed on the Government of Vietnam the desirability of entering into consultations with the Vietminh authorities as specified by the Final Declaration of the Geneva Conference of 1954. On 7th October, 1955, the Vietnamese Government officially notified Her Majesty's Government that they reaffirmed their acceptance of the principle of elections as a means of unifying Vietnam on condition that those elections were genuinely free and democratic.
