asked the First Lord of the Admiralty what action he has taken on the release by the dockyard tug "Tampeon" of a large quantity of black oil off Ryde on 22nd November last, as set out in the Report of the Chief Fisheries Officer of the Southern Sea Fisheries District, of which he has received a copy, in view of the fact that no civil proceedings were taken in respect of this offence as the vessel was a Naval one.

The Naval Armament Vessel "Tampeon," of 177 tons, is a coal-burning vessel. The complaint that she discharged a large quantity of oil while moored off Ryde on 22nd November, 1954, was fully investigated when received by the Admiralty, but was not considered to be substantiated. Any bilge water discharged could not have contained fuel oil, but at worst only a negligible amount of lubricating oil. It was not considered, therefore, that she could be held responsible for a stream of oil reported to extend for three-quarters of a mile.
