§ Mr. Finchasked the Minister of Housing and Local Government whether he will introduce legislation regarding the distribution of the equalisation grant before the coming into force of the new valuation lists on 1st April, 1956; and whether he will amend the Local Government Act, 1948, so as to bring about the abolition of capitation payments and re-substituting a system of direct grants to county district councils.
