§ Mr. HopkinsonAny citizen of the Federation of either sex who is over 21 years old and has lived in a constituency for the previous six months may register there as a voter. Those so qualified are believed to amount to about 27 per cent. of the population. About 50 per cent. of the population are under 21 years of age and not qualified to vote. Only about 23 per cent. of the population are adults not qualified to vote, and most of them are alien immigrants of the first generation.
