asked the Assistant Postmaster-General what instructions he has issued to postmen about pushing letters under the door where there is no letter box and no opportunity of delivery by hand but where the house is obviously inhabited.

Postmen are under instructions not to put letters under the door. If there is no letter box and they cannot gain attention they must take the letters back to the Post Office. The letters are then taken out again on later deliveries.
