86. Mr. Benn

asked the Secretary of State for the Colonies what limitations are imposed on colonial civil servants in Kenya owning land or engaging in business during their period of service; how many actually do so; and of these how many are Europeans and how many Africans.

Mr. Lennox-Boyd

An officer whose remuneration is fixed on the assumption that his whole time is at the disposal of Government is prohibited from engaging in trade, or employing himself in any commercial or agricultural undertaking. An officer may own land only with the approval of the Governor-in-Council and approval is given only if such ownership does not conflict with the officer's public duties. I am unable to state the number of officers concerned as these cases are not reported to the Colonial Office.
