§ Mr. Lennox-BoydNo. Provision for collective punishment only exists in a few territories and is seldom used. It is based on the need to penalise communities who have sheltered offenders or have refused to act in aid of the authorities. The few Colonial Governments which retain this provision consider that since there is no practicable and satisfactory alternative it would be unwise to relinquish this power, and I accept their judgment.
