46. Mr. Ian Harvey

asked the Prime Minister whether he will move to appoint a Select Committee to examine the employment and organisation of voluntary Service manpower with particular reference to the Territorial Army, the Royal Air Force Volunteer Reserve, the Home Guard, the Royal Observer Corps and Civil Defence.

I have noted the observations made by my hon. Friend in his speech yesterday. I am sure he will understand that the considerations which he urged are those which Her Majesty's Government must have constantly before them, in the light of developments in the general strategic situation. Any decisions must, however, he the responsibility of the Government of the day, and for reasons similar to those which I gave in this House during the debate on National Service on 28th April I do not consider that they are appropriate for reference to a Select Committee.
