THE PARLIAMENTARY UNDERSECRETARY OF STATE FOR THE COLONIES (LORD LLOYD)Her Majesty's Government hope to announce the terms of reference soon. They will be related closely to the statement made by the Lord President of the Council on the 6th July. The substance of that statement was communicated in advance to the Maltese Prime Minister, and Her Majesty's Government do not consider that the further consultation referred to in the first part of the noble Lord's question will be necessary.
