§ Mr. PeakeThe statutory provisions relating to non-contributory pensions were reviewed in 1946, and the National Insurance Act, 1946, by limiting the period during which these pensions can be granted, clearly recognised their transitional character. In the circumstances, I am not prepared to introduce legislation modifying the rules and conditions.
