§ Mr. GammansThe general arrangement, in Cardiff as elsewhere, is that where we cannot give service on demand and subject to economic use of engineering labour residential subscribers are connected in order of application, except that removing subscribers have priority over new applicants and telephone managers have discretion to give a measure of priority in cases of special need.
