§ Mr. HeadWe have done everything possible to simplify the Army pay system; but it is difficult to go further for many reasons. It has to be adaptable to war conditions and frequent moves of individuals and units and to cover men employed in many different trades. Furthermore, it is designed to give incentives for additional skills and therefore has many different rates.
