asked the Secretary of State for Scotland to indicate the formula by which he calculates the need of a locality for houses before deciding whether to permit the Scottish Special Housing Association to undertake a building scheme.

By Statute, the Scottish Special Housing Association can build as owners only in areas of greatest housing need. "Need" is determined broadly by reference to the number of new houses required in relation to population.
