asked the Secretary of State for Foreign Affairs whether Israel is included in the offer of atomic development which he has made to certain nations in the Middle East.

No. The offer by my right hon. Friend was made at the recent meeting of the Bagdad Pact Council and was addressed to countries which are members of the Pact.
