§ Mr. Lennox-BoydI assume the hon. Member is referring to that section of the Tanganyika Penal Code Amendment Ordinance which defines and prescribes penalties for incitement to violence. The purpose of this provision is to make liable to punishment persons who are responsible for publicly inciting others to physical violence, or to destruction of or damage to property
