§ Mr. Lennox-BoydThere has so far been no increase in the surrender rate as a result of the declaration of amnesty. In a few places the terrorists took advantage of the amnesty arrangements by mounting raids and ambushes from "safe areas" established as part of these arrangements. In consequence, the Security Forces have now resumed offensive action throughout the Federation.
