§ Mr. R. A. ButlerIt would not be proper to reveal the level or movements of the sterling balances of individual countries. No loans or grants have been made by the United Kingdom Government to Ceylon during the years in question, but the Government of Ceylon made an issue of £5 million stock on the London market in 1954.
