asked the First Lord of the Admiralty whether he will give an assurance that he has taken effective measures to ensure that all those now serving shall be fully informed of their right to vote and that there shall be no obstacle to their doing so.

Yes, I can give this assurance. Instructions were issued by signal to all ships and establishments on 18th April drawing attention to the procedure and requiring that it should be brought to the notice of all personnel immediately.
