Mr. Awberyasked the Secretary of State for the Home Department if he will take steps to introduce a system of parole for men who are serving prison sentences for the first time and who have served a part of their sentence, in order to relieve the overcrowded conditions of our prisons and to give men an opportunity to reform after a short experience of prison life.
